West Bank & Gaza Real Estate Registration Project (P168576)
The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, and co-financing from the Global Partnership for Output Based Aid (GPOBA), and from the Palestinian Partnership for Infrastructure Development Multi-Donor Trust Fund (PID MDTF) in the amount of USD 12.6 towards the cost of the West Bank & Gaza Real Estate Registration Project (RERP).
The project development objective (PDO) is to enhance tenure security and improve real estate registration services. These objectives will be achieved through: (i) advancing the registration of properties in the Palestinian territories in Areas A and B; and (ii) support the automation of the real estate registration system and related services for citizens and businesses. The project has three components: Component 1: Systematic Land and Property Registration; Component 2: Institutional Modernization of the Palestinian Land Authority (PLA); and Component 3: Project Management.
The RERP will be implemented over four years by the two land agencies, The Palestine Land Authority (PLA) and Land and Water Settlement Commission (LWSC), and the project management function will be carried out through a Project Management Team (PMT) which will be embedded within the two land agencies and will rely on existing government systems, procedures, and staff. A Project Manager (PM) will be assigned within each agency. A Financial Management Specialist will be assigned through the PLA staff. Social Safeguards Specialist, Procurement Specialist, Project Coordinator, and Monitoring & Evaluation Specialist will also comprise the team. An individual consultant shall be selected for the position of Procurement Specialist in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated July 1, 2016, revised November 1, 2017 and August 1, 2018 (“Procurement Regulations”).
Assignment Objective: PLA and LWSC is considering the appointment of a qualified Procurement Specialist knowledgeable of World Bank Procurement Guidelines who will be responsible for: (i) planning and processing all procurement to be carried out under the Project, (ii) providing support to the project managers, the financial Specialist and PLA/LWSC’s Procurement Departments, (iii) monitoring the implementation of the procurement plan, and (iv) providing on-job procurement training to PLA/LWSC’s staff. Scope of Work: The Procurement Specialist will be working and reporting directly to the Project Managers according to their related components. The selected Specialist will be in charge of processing all aspects of project procurement in accordance with the World Bank Procurement Regulations for Investment Project Financing Borrowers (July 2016), the approved procurement plan and the Grant Agreement. He/she will be responsible for the following set of tasks: Main Duties and Responsibilities: • Updating the Project Procurement Plan in consultation with the relevant PLAs and LWSCs entities/departments on a periodic basis throughout project implementation to reflect actual project implementation requirements; • Determining the procurement method to be used based on the size of the package in accordance with World Bank Procurement Guidelines and the National Procurement procedures applicable to the project; • Assisting in the preparation of consultants’ terms of reference and administration of their contracts, including processing contract amendments; • Drafting bid notices and bidding documents for inviting and obtaining bids for goods and services in accordance with World Bank Procurement Regulations; • Drafting requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining consultants’ services in accordance with World Bank Procurement Regulations; • Assisting in revising the established procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner; • Maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s new System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bid evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit; • Preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract;
• Preparing correspondence required for requesting, through the Project Managers, the World Bank approval/ ‘no objection’ of the proposed procurement steps/decisions, through STEP or email, as required; • Coordinate as needed procurement activities between PLA, LWSC, and other governmental stakeholders and the World Bank. • Working with PLA, and LWSC procurement staff to enhance their capacities through on-job training to ensure they are capable of taking over full responsibility of the needed procurement implementation as regarding the Word Bank programs by the end of the assignment; and • Performing other duties as may be assigned by the Project Managers. Essential Required Qualifications, Skills, knowledge and Competencies: • Bachelor’s degree from an accredited university in Business Administration, Procurement, Purchasing Management, Supply Chain Management, Accounting, Finance, or any other related field; • Minimum of 5 years of relevant experience on projects financed by international agencies; • Experience in World Bank financed projects and World Bank procurement processes and procedures highly desirable;
• Strong knowledge of the local procurement procedures; • Strong supervisory and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment; • Good knowledge of technical and operational aspects of procurement implementation; • Strong communication skills and persuasiveness in presenting, discussing and resolving difficult issues, both orally and in writing ;
• Excellent computer skills; • Fluency in English and excellent report writing; and • The ability to work under pressure and within team work arrangements. Time Frame and Contract
The duration of the assignment is one year on a full-time basis, extendable Yearly may be to the full length of the project (4 years). The expected start date for the position is February 2, 2020. During the course of the Consultant’s work under this Contract, the Consultant providing services is required to complete timesheets or any other document used to identify time spent, including field work outside the PLA and LWSC as well as expenses incurred, as instructed by the Project Manager.
Facilities Provided by the Client:
The Procurement Specialist will be hosted at the PLA headquarters in Ramallah (The International Relations and Projects Unit), and will be provided with normal and customary expenditures for official travel, accommodation, printing, and telephone charges; official travel will be reimbursed at the cost of less than first class.
